An internal agency report criticizes the former C.I.A. director George Tenet for his handlings of the agency before the September 11th attacks. The report, which was published in 2005, was declassified to the public today. The report blames that the former director did not use the fullest extent of his authority to manage the agency. The report highlights several other criticisms, including the agency’s lack of ability to share intelligence data.
